중앙은행, 中央銀行, central bank

모든 국가는 주권을 가지며, 이 중에는 통화주권도 포함된다. 이는 즉 국가가 돈을 찍어내는 권한을 갖는다는 의미이다. 이에 따라 국가는 화폐를 발행하고 그 총량을 관리하는 권한을 가진 기관을 필요로 하는데, 형편에 따라 이를 상업은행에 위임하기도 하지만 대체로는 하나의 중앙은행을 두고 여기에 그 권한을 위임한다. 상업은행에 위임하는 경우는 특이한 경우로, 20세기 초의 미국 또는 현재의 홍콩이나 마카오 등이 여기 해당된다. 물론 이 경우도 중앙은행의 역할을 하는 기관은 존재한다.

중앙은행의 업무는 화폐를 발행하고 통화량을 조절하는 것 두가지로 요약할 수 있으며, 통화량 조절을 위해 기준금리 결정과 지급준비율을 결정할 수 있는 권한을 가진다. 일반적으로 중앙은행의 책무는 법으로 규정되며, 법 조항에는 중앙은행의 최우선 목표가 '물가관리' 또는 '인플레이션 방지'라고 명시되곤 한다. 이는 결국 경제 상황에 따라 적절히 통화량을 조절하는 것이 중앙은행의 책무라는 의미다.

중앙은행은 예금을 받거나 대출을 해주는 등 일반적으로 생각하는 은행의 업무를 하지 않는다. 일반적인 은행을 중앙은행과 대비하여 부르는 명칭은 시중은행, 또는 상업은행이다.

The central bank's job can be summarized into two categories: issuing money and controlling the amount of money, and it has the power to determine the base rate and the reserve ratio to control the amount of money. In general, the central bank's responsibilities are stipulated by law, and the provisions of the law often state that the central bank's top priority is 'price management' or 'preventing inflation'. This means that it is the central bank's responsibility to properly control the amount of money according to the economic situation.

Central banks do not do the business of generally considered banks, such as receiving deposits or providing loans. In contrast to central banks, the name of a general bank is a commercial bank or a commercial bank.
